Diocletian became emperor having risen up through the
military. When serving as the commander of the emperor's personal guard,
"protectores domestici", under the rule of Carus and Numerian, he had
accused Aper of murdering Numerian and personally carried out the
execution. Diocletian was then promoted to the rank of Augustus by
Numerian's army.
Diocletian possessed excellent leadership skills even beyond military
matters. As emperor, he implemented enormous policy changes that he is
most famous for, known as the "Diocletian Reform". One of these changes
was the tetrarchy, whereby he divided the rule of the empire between two
Augustii, each having their own subordinate but detached Caesar. These
were called the houses of Jupiter and Hercules. As inflation was
spiraling out of control and undermining the stability of the entire
economy of the empire, he also instituted price controls and other
monetary reforms, bringing the peoples' confidence back into the
monetary system. An ancient proponent to government term limits, he
believed in assuring the empire of a peaceful succession. On May 1, 305
AD, he and his co-emperor, Maximian stepped down from their positions as
rulers of the Roman empire. He retired to a peaceful, private life and
returned to his birthplace in Dalmatia, dying in 316 AD.
